1 低温调节阀 42台 *3.2.1 GLOBE型调节阀采用单座直通结构设计，调节阀座为金属阀座密封； Globe type adjusting valve adopts single seat straight through structure design, and the regulating valve seat is metal seat sealing; *3.2.2 压差≥3MPA的阀门，阀芯应选用笼式结构，并根据需要采用多级阀芯进行降噪。对于气蚀、闪蒸场合应选用抗气蚀、闪蒸的阀内件结构，气蚀较严重的情况应采用多段降压式的阀芯，但不应采用迷宫式内件结构的调节阀； The pressure difference is greater than or equal to 3MPA valve, valve trim should choose cage structure. According to the need, multi-stage valve core is used for noise reduction. For cavitation and flash situation, valve internals with anti cavitation and flash evaporation should be selected. In case of serious cavitation, multi-stage depressurization valve core should be adopted, but the control valve with labyrinth internals structure should not be used; *3.2.3 阀门制造商必须在在中国境内设有办事机构和技术服务中心，投标商必须在投标文件中说明本次投标阀门的现场技术支持、维护能力及组织机构； Valve manufacturer must set up an office and technical service center in China, and the bidder must specify the on-site technical support, maintenance capacity and organization of the valve in the bidding document; *3.2.3 阀门原产地应为卖方注册地所在国。买方绝对不允许供货商OEM； The origin of the valve shall be the country where the seller is registered. The buyer absolutely does not allow the supplier OEM; *3.2.4 阀门必须具备可靠的外密封性能，应至少达到TA-LUFT或 ISO 15848-1的要求，并提供相关测试的TA-LUFT证书或ISO 15848 PART 1的认证，投标时提供有效证书复印件； Valves must have reliable external sealing performance and shall meet at least the requirements of TA-Loft or ISO 15848-1, and shall provide the relevant test CERTIFICATE of TA-Loft or ISO 15848 PART 1 certification. A copy of the valid certificate shall be provided at the time of bidding; *3.2.5 阀门须要在线更换填料，明杆调节阀阀杆应采用上阀座(back seat)密封结构，所有的上阀座须要做表面硬化处理。所有铸件阀体必须进行100%无损探伤（液体渗透或射线探伤）。 The valve needs to be repacked in line, the rising stem regulating valve stem shall be back seat sealed structure; all the upper seats shall be surface hardened. All casting valves must be 100% NDT (Liquid penetrant or radiographic inspection). *3.2.6 无损检测：阀门制造商承诺阀体主焊缝采用射线或多通道超声波探伤和磁粉探伤，检测探伤比例100%； Nondestructive testing: the valve manufacturer promises that the main weld of the valve body shall be subject to radiographic or multi-channel ultrasonic testing and magnetic particle testing, and the detection proportion shall be 100%; *3.2.7 低温测试的取样比例是按照结构、压力等级和口径相同的阀门数量的10%（至少一个）进行测试。如果存在试验结果不合格，低温测试取样比例提高到50%；如仍有不合格试样，低温测试取样比例提高到100%。业主只承担10%低温测试比例费用（即首次测试10%阀门取样比例的费用），多余费用由卖方承担。低温测试程序文件必须作为技术协议附件。试验要求和达标标准详见低温阀门检验规定； *The testing rate of Cryogenic valves is 10 % (not less than one), according to the structure, pressure rating and diameter. If there are unqualified samples, the sampling proportion of low temperature test should be increased to 50%.If there are still unqualified samples, the sampling proportion of low temperature test shall be increased to 100%.The owner shall bear only 10% of the proportional cost of the low temperature test（The cost of first test on 10% valve sampling ratio）, and the excess cost shall be borne by the seller. The program files of testing Cryogenic valves must be attached. Test requirements and standard achievement refer to Specification for Cryogenic Valve Test; *3.2.8 调节阀执行机构建议选择为：FISHER、MASONELAN、SAMSON，若调节阀生产厂家能够自行生产执行机构或使用其他品牌执行机构，须征得评委会认可。电磁阀应为24VDC供电，功耗≤3.6W，品牌应为ASCO、Bifold、Norgren和Herion等评委会认可的同档次品牌。阀门定位器品牌应为FISHER DVC6200 AD、MASONELAN SVI II AP、SAMSON 3731-3或其他经评委会认可的等同品牌。限位开关品牌应为WESTLOCK Silver Bullet Series、TOPWORX 73 Series 、StoneL Hawkeye Series或其他经评委会认可的等同品牌。管阀件品牌应为Swagelok、Parker、Hoke或其他经评委会认可的等同品牌； It is suggested to choose FISHER、MASONELAN、SAMSON as the executive agency of the regulator. If the manufacturer of the regulator can produce the executive agency by itself or use other brand executive agency, it must be approved by the bid evaluation committee; Solenoid valve should be 24VDC power supply, Consumes: ≤3.6W, The exhaust port shall be equipped with dust screen. The manufacturers should be imported ASCO、Bifold、Norgern and Herion or other equivalent approved by the bid evaluation committee; The valve positioner manufacturers should be imported FISHER DVC6200 AD、MASONELAN SVI II AP、SAMSON 3731-3 or other equivalent approved by the bid evaluation committee. The brand of limit switch shall be WESTLOCK Silver Bullet Series、TOPWORX 73 Series 、StoneL Hawkeye Series or other equivalent approved by the bid evaluation committee. The brand of pipe and valve fittings shall be Swagelok、Parker、Hoke or other equivalent approved by the bid evaluation committee; *3.2.8 执行机构必须都安装手轮，手轮为侧面安装类型。手轮应该安装在执行机构的支架上而不是阀门的阀杆上。手轮操作机构不应对故障安全操作和紧急关断系统造成影响。手轮不能用于行程限位； All actuators must be equipped with hand wheels, which are side mounted. The hand wheel should be mounted on the actuator bracket instead of the valve stem. The hand wheel operating mechanism shall not affect the fail-safe operation and emergency shutdown system. Hand wheel cannot be used for travel limit; *3.2.9 气动执行机构应选用弹簧复位形式，使其作用至故障安全位置。执行机构应优先选择弹簧气动薄膜型，一些特殊场合也可选择弹簧气缸型； The pneumatic actuator should use spring return form to make it work to the safe position. The spring pneumatic diaphragm type should be preferred for the actuator, and the spring cylinder type can also be selected for some special occasions; *3.2.10 定位器应带在线诊断功能，实现在线计算填料摩擦力和供气压力分析； The positioner should be equipped with online diagnosis function to realize on-line calculation of packing friction and gas supply pressure analysis; *3.2.11 阀门定位器应选用内置4～20mA、非接触式阀位反馈（不接受外置IP转换器）； Valve positioner should be built-in 4-20mA, non-contact valve position feedback (external IP converter is not acceptable); *3.2.12 总成、测试要求：为保证调节性能，阀门，执行机构及其他附件应属于同一制造商。阀门及附件等必须在阀门制造厂总成，测试。提供原产国商会出具的原产地证书； Assembly and test requirements: in order to ensure regulation performance, valves, actuators and other accessories shall belong to the same manufacturer. Valves and accessories must be assembled and tested in the valve manufacturer. Provide the certificate of origin issued by the chamber of Commerce of the country of origin; *3.2.13 定位器应为智能型，带HART协议，应为‘Exia’本质安全型。采用 24VDC 回路供电的 4-20 mA 输入信号； The positioner shall be intelligent with HART protocol and shall be \'Exia\' intrinsically safe type. 4-20 mA input signal powered by a 24 VDC loop; *3.2.14 最大允许的噪音标准是在1米处85分贝，如果处理声源也无法满足噪声的最低要求，应在得到买方的批准后选用更高壁厚等级的管道、隔音设备、限流设备、消音器等； The maximum allowable noise level is 85 dB at 1 m. If the treatment of sound source can not meet the minimum requirements of noise, pipes with higher wall thickness, sound insulation equipment, current limiting equipment, muffler, etc. shall be selected after obtaining the approval of the buyer; *3.2.15 不得选用石棉、汞等环保法规禁用的材料作为仪表的零部件及填充材料。仪表的承压部件不得采用低熔点的材质，如铅、锌、铝及其合金。调节阀的构件，包括内件和外件，均不得使用铜或铜合金，包括黄铜和青铜。 Asbestos, mercury and other materials prohibited by environmental laws and regulations shall not be used as parts and filling materials of instruments. Low melting point materials such as lead, zinc, aluminum and their alloys shall not be used for pressure bearing parts of instruments. The components of control valve, including internal and external parts, shall not be made of copper or copper alloy, including brass and bronze. 其他要求详见招标文件。  

3、投标人资格要求
投标人应具备的资格或业绩: 投标人必须是具有独立法人资格的高压外输泵制造商或代理商，如为代理商投标： ①必须提供制造商对本次投标的唯一正式授权书； ②投标人在当地依法登记注册的时间距开标日满三年，需提供营业执照等注册登记的有效证件复印件； ③距开标日三年内，投标人须具有同类产品销售业绩，需提供证明其销售业绩的合同或订单复印件（具体要求详见招标文件），并由投标人代表签字或盖章； 证书要求：投标人应提供阀门制造商以下四类有效认证证书复印件，若认证证书包含产品的类型、口径、温度和压力等级其中的一种或几种参数，则其证书中的相应参数须覆盖本次招标的产品对应最高参数要求。所有证书认证的制造商名称应与其所提供业绩的制造商、此次投标货物的制造商一致。
① 压力设备认证证书：制造商应具有并提供中国国家质监局颁发的特种设备制造许可证（A2(2)级）、特种设备型式试验证书和压力设备(PED)认证证书中的至少一种，且所有证书均应在有效期内；
② 低泄漏认证证书（低温范围的证书）：阀门必须具备可靠的外密封性能，应至少达到TA-LUFT或ISO 15848-1的要求，并提供相关测试的TA-LUFT证书或ISO 15848 PART 1的认证，投标时提供有效证书复印件。
③ 制造商须提供阀门、执行机构如TUV或者Exida等权威机构出具不低于 SIL2等级认证证书，证书在有效期内，投标时提供有效证书复印件。
④ 制造商须提供电磁阀、行程开关如TUV或者Exida等权威机构出具不低于 SIL3等级认证证书，证书在有效期内，投标时提供有效证书复印件。
电磁阀、限位开关应具有由国家授权的监督检验机构颁发的防爆合格证，须在供货时提供防爆合格证书。防爆电气产品满足国家市场监督管理总局公告〔2019年第34号〕《市场监管总局关于防爆电气等产品由生产许可转为强制性产品认证管理实施要求的公告》的要求，须在供货时提供CCC认证证书。业绩要求：(1) 制造商自2010年1月1日至投标截止之日，须具有至少2座国内LNG接收站（规模不小于200 万吨/年）低温调节阀投用业绩，其中有一个单项合同包含低温调节阀供货总数不低于20台，且此业绩合同中至少有1台入口尺寸≥8"、磅级≥1500LB的低温调节阀。满足以上要求并且成功运行超过1年以上视为有效业绩。（2）投标人须提交有效的业绩表和相关证明文件（“1.合同复印件相关章节”和“2.用户使用证明或用户调试报告”。如前述1和2无法体现接收站名称和规模，须提供其它证明接收站名称和规模的公开发行文件”）。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称及类型（低温调节阀）、装置名称及规模（LNG接收站，不小于200万吨/年）、供货数量、阀门尺寸、磅级。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述业绩信息，均视为无效业绩。（3）投标人所报的本次招标低温调节阀的原产地和制造商应与所提供业绩中的低温调节阀原产地以及制造商一致，且本次投标低温调节阀应在其原产地工厂进行生产和检验，不得委托加工。
投标人提交能体现原产地和制造商的业绩证明文件，包括1.合同复印件和2.报关单或3.原产地证明或4. BV、DNV、劳氏等国际知名第三方检验机构出具的报告，例如出厂检验报告、制造过程检验报告等。
质量要求
制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO9001质量管理体系认证证书。
